Can additional residential, commercial, office, or institutional land uses be accommodated without negatively impacting the area's rural qualities, or degrading natural resources?

As noted in question #4 above, the minor amount of additional residential development that is likely to take place should have a minimal impact on the Sugarloaf Planning Area. Additional small-scale retail may be appropriate, comparable to the general store across the Montgomery County line in Dickerson, to address the needs of local residents and visitors to the area. Any large-scale office and commercial needs currently are being met outside the Sugarloaf Planning Area, including farm supplies and equipment, food supplies, and automotive services. I am not aware of any institutional uses being contemplated for the area.

Steve, can you help me understand how we know what is "likely to take place"? There's room for intelligent small business growth on Park Mills.
